Concerning your second suggestion (merging selected layers into one new 
layer), that is currently possible. Create a new layer (say gamma), make 
sure it is the active layer by left clicking it and then right click 
another layer (say alpha). You will see the option "merge into gamma". 
You can repeat this for all the layers you want to merge into the new layer.


However this will delete the old layers and move all their objects into 
the new one, so it is no solution to copying.
