Well it does not work from the menue if you select it with the mouse, cause when 
selected it uses the mouse position to set the origin. You need to hit F1 or 
whatever your shortcut is.
You really should learn how to work with the snap features. For me it is one of 
the largest reasons for using IPE.

I'll say it again, I think all movements, points or whatever, should obey the 
"automatic angular snap" rule. It would be consistent with the rest of the ipe 
functionality and would not need another mode.
