Do you mean Edit->"Document Properties" (Ctrl-Shift-P) Latex Preamble?
This sets the preamble for an individual document.
Or do you mean a setting that would be used for all documents
automatically? For that you can edit the default stylesheet, or create a
new stylesheet.
