inspectors do and how do they do it? As far as I know it's a visual
inspection only, maybe using a hand magnifier. I suspect (and I made thi=s
comment on another list) that the whole thing may be to provide a paper
trail to check on those who would want to make fake papers so that Homela=nd
Security could have some kind of handle on anybody deciding to make fake
documentatiion in order to introduce pathogens, in addition to having a
slightly better agricultural barrier to plant pathogens.
On the other hand, there may not be a RATIONAL explanation.
