WRONG.

The APHIS folks now (since 1.22.02) require phytos for any seed, plant, o=r
plant part entering the country. They've had the authority to do so for s=ome
time but have only recently changed the policy of nonenforcement that had
been. There are penalties if you're caught. Recently a shipment of exchan=ge
seed from the RHS was turned back for lack of paperwork.

The iris folks better get their stuff together. If they've been advising
their members that no documents are needed there are going to be some rud=e
surprises.
