The last message was missing a chunk. The phytos have been required for
plants and plant parts for a long time--the policy change (see corrected
sentence below) was to include seed in the requirement.
WRONG.
The APHIS folks now (since 1.22.02) require phytos for any seed, plant, o=r
plant part entering the country. They've had the authority to do so for s=ome
time but have only recently changed the policy of nonenforcement that had
been the case for seed. There are penalties if you're caught. Recently a
shipment of exchange seed from the RHS was turned back for lack of
paperwork.
The iris folks better get their stuff together. If they've been advising
their members that no documents are needed there are going to be some rud=e
surprises.
