Jim,

It's well known that Osmocote will give up it's chemicals very rapidly if
the salt content outside the
bubbles is right to cause rapid osmosis. That's why a warning is given
not to fertilize with other
fertilizer when using the product. Perhaps the salt residue in your pots
is such that this is happening.

You could try lifting a few plants, rincing the roots, and re-potting in
fresh neutral soil. A pH test of the
current pots might be instructive too.
