[Ipe-discuss] ipe on Windows with TeXLive on Cygwin

You did everything right - unfortunately the last issue has to be fixed
in Ipe itself (the log file looks a bit different since latex on cygwin
doesn't bake the format into the binary).

I'll make a maintenance release in two weeks when I'm back from
traveling.
