Yes, it was trivial (after installing the libpoppler*-dev packages
as instructed by the readme.txt file. Then, the command:
~/prog_dev/ipe $ ./pdftoipe.new -merge 1 -unicode 3 f1040_2015.pdf

Then, ran:
