You can do the following:
1. Start Ipe with the presentation sheet.
2. Put what you want to be shown on every page on the canvas. This can
include any thing that you can draw, as well as images that you can
insert (PNG, JPEG, etc) with the "Insert image" Ipelet.
3. Group all these objects into one group, using Menu -> Edit ->
Group. (You need to select them first).
4. While the group is still selected (or select it if not), create a
new symbol using Menu -> Ipelets -> Create Symbol. Either new or top
sheet style sheet would be fine. (I don't think they make a difference
-- may be a bug). When prompted, name the symbol Background (this is
a magic symbol name - see manual

(Under section "Symbols").
5. Each page will have the grouped object named Background, except:
6. On pages that you do not want the background, create or rename a
layer to BACKGROUND.
You may want to save a presentation with only the first page as a
template for future use so that next time, you can just copy the
template to a new Ipe file before creating the presentation.
