In many vector drawing applications there is a button to toggle between 
scaling/keeping the line widths (arrow sizes, hatch sizes etc) when 
scaling objects. Would be nice to have this in IPE too (but what to do 
with the labeled linewidths? hmm, Maybe use this as the toggle --- 
labeled linewidth doesn't scale; absolute linewidth does scale?)

Alexander, could a work-around be to \includegraphics{} your picture? 
(not sure if it works; I did not try it. Make sure that you test it not 
only in IPE but also have a look at the final PDF in a separate PDF 
viewer!).
