Wow, that looks exactly like:

There is a patch attached to that bug report, I thought it would be 
included in most distributions (but maybe you are compiling ipe yourself).

I think there used to be a simple workaround for this, something like 
adding \usepackage{lmodern} to the preamble, maybe it still works for you?
