IPE has a command line option -sheet

you can create a shortcut to ipe.exe, and in windows
explorer right click - properties - target:

C:\...\bin\ipe.exe -sheet C:\...\... .xml

that way it loads the specified stylesheet. you can rename
the shortcut to remind yourself that it's loading that
style sheet.
