It's deliberate that objects are pasted at exactly the same location - 
that is often useful when you modify a figure over several pages/layers.

But I agree that it would also be nice to have a function "Paste at 
cursor" that would do what you suggest.  In fact, it would be nice to be 
able to set hotspots on objects, so that the hotspot of the pasted 
object will be placed at the cursor location.

Note that another approach to using a library of objects is to put the 
objects as templates in a style sheet, and then place references to 
these in your document.
