No, there is no way to do that in Ipe, and that feature is not planned.

It wouldn't be very hard for Ipe to include PDF files.  The problem is 
that Ipe wouldn't be able to display them on the screen (Ipe does not 
include a full PDF interpreter), and, worse, would not be able to save 
them in EPS format.

You can sometimes get by with converting the PDF file to Ipe format 
using Pdftoipe. But with documents containing a lot of text this isn't 
attractive.
