I use Ipe myself all the time :-)  Of course I don't object if you feel 
like
recommending it, I just don't go out of my way to advertise it myself.

It should already work on straight segments in polylines.  Everything 
else is still missing (and certainly planned).

It doesn't yet work on spline segments - any other problem should be 
reported as a bug.

Can you produce a path description of this arrow?  Or a few pictures?
