The systems I've tried this one are Gentoo Linux, and CentOS (some Red Hat
derivative that our department runs). That's just for the record.

Ah, I misunderstood. It would be nice if Ipe Bugzilla had the same feature
as KDE Bugzilla where it performed a search on the summary first to give a
list of potentially related bugs, before letting you fill out the
description of a bug. It would help in situations like this one.
