[Ipe-announce] Ipe preview 16 available

Yesterdays Ipe release contained a stupid last-minute bug that stops
Ipe from reading documents it created. I have no idea how this slipped
through. (I need to revise my testing procedure, this is the third
time in a row that an Ipe release has an embarrassing bug.)

My thanks to Sariel for reporting this so quickly!

Preview 15 contains a lot of changes, there are probably more bugs to
be found. I intend to fix these quickly as they are reported.
