Responsible institutions sending specimens back and forth don't "assume"=
anything. They get the proper permits and make sure the paperwork is ac=
curate and in place. =

Seized CITES plants must first be offered back to the exporting country.=
If they are not taken back, they are forwarded to a CITES rescue center=
(usually a botanical garden). If they are still alive they may make int=
o a collection but they remain the property of the government, not the i=
nstitution caring for them. There are rules about how they and their pro=
geny can be used.
