The cost of a phytosanitary certificate is usually about $25-35US. It's =
certainly not an insurmountable problem. As long as The Netherlands does=
n't require documentation of any incoming seed, everyone can continue se=
nding seed to Eric. The batch method would require that someone on his e=
nd obtain the permit for any country that requires it (are there any bes=
ides the US?), and a facilitating reciever on the other end to accept th=
e shipment and parcel it out. =
