That's what happens to endangered plants and animals that are being
imported illegally - they go to a botanic garden or zoo.

The arisaema seeds were not seized because of CITES, though, but
because of the U.S. worry about disease, so they were probably
destroyed.

We recently had a lecturer come in from New Zealand with seeds to
give to the audience.  Seeds of woody plants require a phyto to be
allowed in to Canada, so the seeds were held at the airport customs
office until he was flying home, when they were given back to him.
