Congress passed the Plant Protection Act, allowing USDA to impose
tougher penalties against people or businesses caught smuggling ag.
products. Individuals can be fined up to $50,000 while businesses or
other organizations can be fined up to $250,000. The new authority acts
as a safeguard to protect U.S. ag. against the importation of foreign
