Not immediately, no, because the requirements for correctly publishing a
name are more complex than a mere citation in a catalogue. But in order not
to strain the whole issue, I'd advise the author of the catalogue to
identify the plants as "Arisaema sp. (?new species)", or something similar.

Same as above. I think that right now, even publsihing a new species on
internet following correct rules, is in itself not yet accepted as a proper
procedure. It still has to be printed matter, as far as I know.
How is this addressed by the Botanical Code.
See above but there will be a new Code next year, following the decisions of
the St. Louis Botanical Congress a few months ago.
