I would have thought that the error message is extremely clear:  Ipe does not use bitmapped fonts, you have to install a scalable font for cmbright.

I believe the scalable versions of cmbright are in the Miktex package cm-super: https://miktex.org/packages/cm-super

Once you install that package, it should just work.
