Looking at the code, I think this has not worked like this for a long time (even though it's shown like this in the manual).

Instead, you currently need to provide the path to the stylesheet file.    Check with 

ipe -show-configuration

what your style directories are.

Then you can use the full path like this:

ipe -sheet /usr/share/ipe/7.2.13./styles/presentation.isy

I will fix it so that "-sheet presentation" will work by searching the standard style directories.
