Strange, the Microsoft documentation didn't mention that this
function would not be available on older systems.   Perhaps
VisualStudio automatically includes the update for the C runtime if
these functions are used.

In any case, you should be able to solve the problem by installing the
Universal C Runtime:

You only need to install the one file Windows6.1-KB2999226-x64.msu from
the WindowsUCRT.zip on that page. 

Please let me know if it works - alternatively, I can try to build Ipe in such a way that the function is only loaded dynamically when it is available in the DLL.
