No, this is currently not possible.

One easy solution you could try is to make a script named "pdflatex" that is on your path before the actual pdflatex executable and let this set the flag.   Are you on Windows, OSX, or Linux?

It would be easy to add a mechanism for this to Ipe - I think we discussed this before - but I was always hesitating because of the security implications.
