Nasser,
You can define a new style sheet (.isy file) with just 3 lines in it.  it
should look just like the "letterpaper" style given near the top of this
manual page:
http://ipe.otfried.org/manual/manual_27.html
...except that the dimensions will be appropriate for A4 paper, with the
width (1st number) larger than the height.  Give it a name (both the
filename and the ipestyle name) like "a4portrait" instead of "letterpaper".

Then load that file as a style sheet for your document using Edit --> Style
Sheets --> Add.  Then Edit --> Update Style Sheets to make it take effect.
