Where does the PATH statement come from?  Ipe does not place this in
runlatex.bat.  Did you add it yourself?   That will not help Ipe, as it
rewrites the .bat file every time.     Does it work if you try to run
the file directly after Ipe created it?

That is not necessarily a bad sign - the ipetemp.pdf file is designed to
be parsed by Ipe, not to be looked at by a human.  

It still seems to me that Ipe is failing to correctly run pdflatex.
