No, IPELATEXDIR is the directory in which pdflatex is run and the temporary files are created, not the path to pdflatex.
Ipe currently assumes that pdflatex is in the current PATH and simply tries to run the command pdflatex. One must therefore make sure that the path to pdflatex is in the PATH environment variable.
This can be done by
1.) adding e.g. export PATH=$PATH:/Library/TeX/texbin to ~/.profile and running ipe from the command line
2.) using the ipe OSX binary provided by Otfried and adding /Library/TeX/texbin to the PATH in the script in /Applications/Ipe.app/Contents/MacOS/Ipe, then running ipe by clicking on the Ipe.app
3.) using the MacPorts version of ipe and texlive
