This is not currently possible, for many reasons.  It's on my todo list
for next year, but it's certainly not straightforward to add.

Ipe will need a much more complete PDF parser, and much more of a PDF
interpreter to be able to display your insertions.  Just extracting all
the dependencies from the PDF, renumbering them, and including them in
Ipe's PDF output  is quite a bit of work.  And I'll have to solve the
question how to save such files in Ipe's XML and EPS formats.
