\renewcommand*\@ptsize{2}
\let\small\relax
\let\footnotesize\relax
\let\scriptsize\relax
\let\tiny\relax
\let\large\relax
\let\Large\relax
\let\LARGE\relax
\let\huge\relax
\input{size1\@ptsize.clo}
\makeatother
which works for me.
