Pdftoipe and svgtoipe will definitely not be part of the Ipe 
distribution, and therefore not appear in the menu.

First: both are really experimental features, without any support or 
promises that bugs will eventually be fixed.  Making them available from 
the menu would suggest a level of reliability and support that isn't there.

Second: they would introduce an additional dependence on poppler and 
python, none of which are needed for Ipe itself.

However, it should not be difficult for someone to provide an ipelet 
that calls these import functions (and perhaps displays the diagnostics 
in a window).  I do not mind if distributions were to provide such an 
ipelet (assuming they will filter bug report properly).
