It must have gotten dropped in the last build.  But you can just copy
the one from pre23 - pdftoipe does not depend on any of the other stuff.
  I'll try to remember to put it back in for the next Windows build.

This is bug #253.  There is a fix in bugzilla, which will be in the next
Windows build (sometime in the summer when I have time for it).
