I found the problem by consulting the manual (section 10). (Actually, I 
remember that had the same problem on some previous occasion with some 
different operating system.):

pdflatex is run in a dedicated directory IPELATEXDIR, which Ipe creates 
the first time it is used. In my case the default for this dedicated 
directory is C:/Program Files/ipe-6.0pre28/latexrun. The problem is that 
ipe is not allowed to create a directory in
  C:/Program Files/ipe-6.0pre28/
So I had to create this directory manually (with an administrator 
account), give everybody write-permission, and now it works.

(The cleaner solution is probably to use something like
C:\Users\Günter\AppData\Local\ipe\latexrun
(which is %LOCALAPPDATA%\ipe\latexrun)
