There seems to be a misconception here: the text.tex file generated by 
Ipe has _nothing_ to do with the PDF output that Ipe generates.  Ipe 
writes PDF and Postscript itself, it doesn't use pdflatex for that.  So 
whatever you see in the text.tex file is simply some internal machinery 
to convert Latex source code into PDF graphics commands.

There is currently no way to include page numbers in an Ipe document, 
and it's not very easy to add that feature (because of the interplay of 
reference objects and having to run Latex).

I decided at some point that I want to support making presentations with 
Ipe, but only to some extent.  If you want advanced features, like 
titles, jumping highlights, links, etc., I would concur with Rainer and 
recommend using beamer or prosper or a system like that, and using Ipe 
only for making the figures. (Beamer works especially well with Ipe - it 
can handle animated figures created by Ipe without any problem.  If you
