[Ipe-discuss] how to cut a region

This should be implemented as an ipelet.  The one from Ipe 5 cannot be
ported easily, as it relied on Plageo (which doesn't compile for me on
any recent compiler).

I'm hoping some Ipe-fan will write such an ipelet in the not too far
future :-)
