Subject: [Ipe-announce] Ipe 7.2.28 is out

Ipe 7.2.28 is now available in source form, as a Windows binary, as a
MacOS app, and as Linux packages on the Ipe homepage at
http://ipe.otfried.org.

This is essentially a bugfix release.  Thanks to everyone who reported a bug!

The only big new feature is that I can now also build MacOS apps for arm64 processors (the so-called "Apple silicon").   When downloading the MacOS app, make sure to download the right one for your computer!

 * Show error message during startup on Windows when Ipe was installed
   on a path containing accented characters (or anything else not in
   ASCII) (#467).

 * Show error message when parsing an Ipe file containing a singular
   ellipse (#437).

 * Don't perform stretch transformation that would create a singular
