[Ipe-announce] Ipe 7.1.4 available, including Windows binaries

It's been a long time since the last Ipe release, so I think it's better 
not to wait for more bug fixes - I won't have time for them until the 
fall anyway.

Ipe 7.1.5 uses libturbojpeg to load Jpeg images, which should solve the 
problem where Ipe crashed when one tried to import certain Jpeg images.
You may have to adjust your compilation steps.

As another improvement, the Windows binary package now contains a copy 
of Dmitriy Morozov's Ipepresenter. IpePresenter shows the current slide 
in one window (which you can make full screen on the external display), 
while showing the current slide, the next slide, notes for the current 
page, as well as a timer on your own display.  The Voronoi diagram 
ipelet, which accidentally got dropped from the previous version, is 
also back.

  * Enabled automatic shortcuts on MacOS X.  The shortcuts Alt+Letter
    for menu items and dialog buttons should now also work on Macs
    (thanks Sascha).

  * Layer names with non-ASCII characters now work and no longer cause
    a crash (bugs #137 and #132).

  * Using libturbojpeg for decoding embedded JPEG images.  It's faster
    and fixes bug #125.

  * "Insert text box" now computes position of new textbox based on the
    position of the visible text only (feature #141).

  * When text size is changed, Latex is automatically run.
