Thanks Al, for your response.

I too have had good experience with APHIS at the port of entry (Houston for me).  However, it doesn't do much good to call them if the seed hasn't been shipped yet.

Hi David

I decided not to seek seed this year owing to other demands on
      time.

In the past, if a problem arose, the folks at the port of entry
      (Jamaica NY for me) have kindly phoned me up and worked with me to
      resolve the problem (expired permit for example).
