Hello All,

I was able to talk to Carolyn this afternoon about needing to send =
postage to get seeds from certain inspection centers.  The one thing in =
our conversation that I managed to somewhat grasp is that there are =
three protocols governing the process of mailing seeds that apply here =
and they are not in agreement.  I didn't quite get who all are, but US =
Postal service and PPQ were mentioned.  As it stands, at least for LA =
and San Francisco, we are required to either pick the package up, or =
have an account with UPS or any other mail service, or send postage.  =
She directed me to Bill Wilsella (sp?) her team leader, at 301-734-0755 =
and said he could explain some.  She also directed me to 'Enclosure 2', =
which did not come in my permit packet (she is now sending it to me).  =
That enclosure has directions for mailing plant quarantine materials =
under permit.  I won't understand how this relates until I can read it.  ==
I have a hard time understanding the whole process, but what I am =
getting is that this whole thing is in a mess.  And Carolyn said it's =
going to get worse.
