The timing of your question couldn't be better.
In the near future, APHIS will be publishing the new regulation
concerning the importation of Small Lots of Seed (such as the seed
packets from seed exchanges). Once that becomes effective (30 days
after publication), you will no longer need to obtain a phytosanitary
certificate. Your importing US members will, however, need to obtain
the special Permit to import Small Lots of Seed. The applications for
these permits will be available online, will be free, and good for
three years and multiple uses.
Although I do not know how you package your seeds for export, I suspect
that your part of the process will remain essentially the same, but
with these requirements:
- each of the packets will need to be labeled with the scientific name
of the seed and your organization name (the "source" of the seed will
be required, but the horticultural organization's name will be
acceptable);
- each packet will contain no more than 50 seeds of one taxon, or 10
grams of seed, whichever is greater (altough there may be multiple
packets of any taxa);
- each shipment will contain no more than 50 packets;
- each shipment will have an accompanying list of the seeds (in
alphabetical order).
That's basically the requirements, and they are no more arduous than
the usual high standards of seed exchanges today.
In working toward development and passage of this new regulation, an
umbrella organization was formed of those horticultural societies that
mount international seed exchanges (that is, exchanges with donors or
recipients beyond their own national borders). This group, the
International Horticultural Seed Exchange Advocacy (IHSEA) has over 50
member organizations who have lent their name and support to the
effort.
Its mission is to advocate for equitable regulations that will enhance
the international movement of horticultural seed, and to advance this
aim by working with political, scientific and regulatory bodies.
The goal is to prevent excessively harsh restrictions on trade, while
promoting practices that will maintain the safety and security of
agriculture, horticulture
and natural environment. To achieve this, it is necessary to educate
lawmakers and regulatory agencies about the phytosanitary safety of
horticultural seed imported through organizational seed exchanges.
Perhaps the Arisaema Enthusiast Group (AEG) would be interested in
adding its name to our roster. I will be happy to answer further
questions on either the proposed regulation or IHSEA.
