For the group seed exchages it makes sense to do the
grouping of all the requests with one Phyto like some
nurseries do now. It would cost maybe one persons
donation to the list to pay the Phyto costs, and then
not worry about wasted time and money in losing the
packages and seed.

For individuals, MAKE SURE YOU HAVE YOUR OWN IMPORT
PERMIT. It doesn't make it right if you don't get the
phyto but, it never hurts to have an import permit. It
is easy and free for those not importing for resale,
or was last time. Only one page to fill out.

If you are ordering from a nursery pay the extra
amount, normally not that much, for the Phyto. Or join
in on a group to lower the cost if the Phyto charge is
high or the minimum order is high. Any nursery orders
from overseas have always been in groups(Chen Yi) but
even then some of the EU stuff was still cooked before
it came into the US. Baking Paeonia under infrared
lights is no good. A small order from overseas is
pointless when shipping is twice what the order would
end up being.

When trading between friends your either SOL or... Or
work for a University Herbarium and get an advantage
and paperwork that way.

Maybe they have toughened up. But, remember the "drug
war" has been going on for years and no matter how
much money they throw at it, it does no good. How many
billion or trillion and counting?

And, they never will go bankrupt. The government
prints their own money. If they run out, they print
more or take more. Like last fall when they printed 12
Billion more and lowered the USD even more.

I guess you could also blame dandelions, Queen Annes
Lace, Nepeta, Dipsacus, and many others on gardeners,
even though that goes way back. They are such common
weeds that no one really thinks of them as non-native
weeds anymore.

Doomed for sure, they have to blame someone.
