Jim has a very good suggestion here:   One agent with a conmmercial licen=se
who then redistributes to others.    Foreign seeds may come in to the U.S.
from time to time still, (I buy on eBay) but only if they are not labelle=d
as such and as a consequence get by as just small packages that can be
overlooked. Adam
