I find myself wondering if the USDA proposed rule shift  regarding tighte=r
restrictions on all plant and seed imports is behind so many members'
complaints of no seed received?.  Does anybody have any clout with anybod=y
important in the USDA? in APHIS?  I am willing to try to check, but my
hearing is not always up to the task of a phone conversation so it might =be
better if someone else checked.
